Monitoring of Philippine Army’s Horizon 1 Phase Projects (latest update: 06 December 2016)


Being a list that has to be updated once in a while, MaxDefense decided to create this monitoring of Philippine Army Horizon 1 Phase projects to see where the Army is in terms of the AFP Modernization Program’s implementation.
Coverage of this note will only be for Horizon 1 Phase Project although it is possible to cover pre-RA 10349 projects later on which is a tedious task due to obvious reasons.
Special thanks to MaxDefense sources and contributors / friendly groups who were also monitoring the modernization project for providing their opinions and information that allows us to make this list as accurate as possible. PHILIPPINE ARMY: (last updated 07 November 2016) A. Original Projects:
1. Armoured Personnel Carrier M113A2 (114 units, ABC @ Php 141.01 million) - awarded to US government via US FMS (ex-US Army M113A2 APC) - amount also used for shipping the armoured vehicles from California to the Philippines. All vehicles fully delivered as of early 2016.
2. Radio 2-5W Handheld (1,446 units, ABC @ Php 430.80 million, Procurement via US FMS) - awarded to Harris Corporation USA (Falcon III RF-7800H-HH Wideband HF/VHF Tactical Radio System) - for delivery pending settlement of payment balances due to currency adjustments 3. Radio High Frequency 50W Vehicle Mounted (60 units, ABC @ Php 144.00 million, Procurement via US FMS) - awarded to Harris Corporation USA (Falcon III RF-7800V Combat Net Radios with RF-7800I Intercom System) - for delivery pending settlement of payment balances due to currency adjustments 4. Field Ambulnace (60 units, ABC @ Php 312.00 million, Procurement via G2G) - awarded to KIA Motor Company - South Korea (KIA KM-451 1-1/4-ton Tactical Ambulance) - fully delivered as of 2016 5. Tactical Engagement Simulation System (2 lots, ABC @ Php 218.800 million) - Lot 1 (I-TESS) to be acquired via US FMS. Pre-award process in progress. - Lot 2 (Virtual TESS, ABC @ Php 80.400 million) to be acquired via Public Bidding. SOBE scheduled August 23, 2016. Bidding appearently failed, and waiting for DND to release new information if this will be re-tendered or not. 6. Thermal Imaging Device (1 lot, ABC @ Php 240.000 million, Procurement via Public Bidding) - Currently on pre-procurement stage. Bid submission and opening scheduled on December 20, 2016. 7. Rocket Launcher Light (Phase 2) (744 units, ABC @ Php 408.000 million, Procurement via US FMS) - To be procured from an unnamed US-accredited Bulgarian manufacturer. - Currently in contract implementation stage, awaiting results of Rocket Launcher Light Phase 1.
8. Night Fighting System (4,464 unit, ABC @ Php 1,116.000 million, Procurement via Public Bidding) - awarded to Aselsan Elektronik Sanayi Ve Ticaret A.S. -Turkey (A100 Night Vision Monocular system) on July 2016. - Quantity increased to 7,272 units after option to use balance between ABC and TCP was used. Delivery to start by 2017.
9. Shore Based Missile System (1 lot, ABC @ Php 6,500.000 million, Procurement via G2G) - project moved to Horizon 2 Phase. ABC will be used to fund Reprioritized Projects initialted by former CGPA Lt. Gen. Iriberri, and revised by PA in mid-2016.
B. Reprioritized Projects using SBMS Funds: 10. Long Range Sniper Weapon System (60 units, ABC @ Php 32.822 million) - acquisition mode unknown. Official status not updated as of November 2016. - MaxDefense sources confirmed that the Philippine Army is evaluating the Remington XM2010 rifle. - Latest news indicate that the PA and DND are looking at Russian models aside from those already offered by Remington, in anticipation of a possible rejection of export license by the US Department of State should Remington be chosen. 11. Forward Support Equipment - Material Handling Equipment (12 units, ABC Php 93.248 million) - acquisition mode undetermined. Official status not updated as of November 2016. 12. Chemical, Biological, Radioactive and Nuclear (CBRN) Equipment (2 lots, ABC @ Php 103.402 million) - acquisition mode undetermined. Official status not updated as of November 2016. 13. Radio, 20W Manpack (150 units, ABC @ Php 223.536 million, Procurement via US FMS) - expected to be awarded to Harris Corporation USA using Falcon III RF-7800H-MP tactical radio system. - Official status not updated as of November 2016. 14. Radio, VHF 2-5W Handheld (3,185 uits, ABC @ Php 678.060 million, Procurement via US FMS) - expected to be awarded to Harris Corporation USA using Falcon III RF-7800H-HH tactical radio system. - Official status not updated as of November 2016.
15. Designated Marksman Rifle 7.62mm (832 units, ABC @ Php 254.819 million) - acquisition mode undetermined. Official status not updated as of November 2016. - previous speeches by Pres. Duterte, and confirmation of MaxDefense sources point to the procurement of FN Herstal SCAR-H 7.62mm rifles from Belgium. 16. Pistol (19,478 units, ABC @ Php 389.560 million) - acquisition mode undetermined. Official status not updated as of November 2016. - MaxDefense sources point out that this could probably be cancelled due to Pres. Duterte’s allocation of Glock 30 pistols to all members of the AFP.
17. Firepower Upgrade of EDA M113A2 (2 lots, ABC @ Php 1,051.650 million) - acquisition mode undetermined. Official status not updated as of November 2016. - MaxDefense sources pointed out that the PA is still studying its options for this project, while offers were provided by different companies.
18. Helmet (79,307 units, ABC @ Php 1,189.605 million) - acquisition mode undetermined. Official status not updated as of November 2016. - MaxDefense sources confirmed that RFIs were already released to companies preferred to join the project. 19. Body Armour (37,744 units, ABC @ Php 1,283.296 million) - acquisition mode undetermined. Official status not updated as of November 2016. - MaxDefense sources confirmed that RFIs were already released to companies preferred to join the project.
20. Truck 2-1/2 ton Troop Carrier/Wrecker (190/10 units, ABC @ Php 1,200.000 million, Procurement via G2G) - expected to be awarded to KIA Motor Company - South Korea due to commonality concerns. - Official status not updated as of November 2016.
